Common area LED lighting project delivers $460K in annual savings for NSW Land and Housing Corporation

From 2011-2015, the NSW Land and Housing Corporation (LAHC) conducted a program to improve the energy efficiency of common area lighting at 236 multi-unit residential buildings within its property portfolio. LAHC identified that approximately 70% of the electricity used in the common areas (corridors, fire stairs, carparks, lift lobbies) was due to lighting, with much of it operating 24 hours a day.

The project involved the removal of over 13,000 fluorescent emergency and non emergency light fittings and replaced them with an energy efficient vandal proof light. enLighten’s Chamaeleon LED light was chosen for its proven energy efficiency and compliance with LAHC’s detailed specification requirements.

NSW Government Energy Savings Certificate (ESC) rebates worth $385,000 were claimed for the project, which delivered combined energy savings of 2,570 mWh pa.

Scope of works

The common area energy efficiency lighting upgrade works were undertaken in Wollongong, Sydney, Central Coast, Newcastle, mid and far north coast of New South Wales. All of the works were project managed and undertaken by enLighten Australia.

All lights were assessed on a comprehensive set of performance criteria as set out by the tender request for proposals (RFP).

Financial benefits

The financial savings equate to approximately $460,000 pa in direct electrical savings (at a rate of 18 cents per kilowatt hour). In addition to direct energy savings, there are also significant maintenance savings. Many of the lights have now passed their warranty period and continue to operate trouble-free 4.5 years after they were installed.

Key success factors

enLighten commends the team at LAHC for their industry engagement in the tender design process, which proved vital in enabling a RFP that was flexible and could incorporate the latest technology solutions on the market. In addition, having a dedicated Project Manager with an energy efficiency background provided the technical capacity to review the tender submissions.

As most LED lighting projects involve deletion or addition of lights, enLighten Australia was experienced and able to implement custom solutions that ensure all areas of a property has the most appropriate and energy efficient light that meets minimum light levels recommended in the Australian Standards for the duration of the lamp life.

The additional service of making good any ceiling or wall surfaces exposed or damaged as a result of the scope of works within the contract, made the project management simpler and more streamlined.

The collection and provision of the detailed information required for Energy Saving Certificates for 41 projects, such as light level measurements, photos and pre and post lighting plans by enLighten Australia also simplified the process.

The energy efficient lighting project drivers included improving resource efficiency, reducing greenhouse gas emissions and reducing maintenance and operational costs. The project also delivered energy efficiency programs in line with the NSW Government Resource Efficiency Policy – E1 which established targets for NSW Government agencies to undertake energy efficiency projects.
